Introduction

IN MEMORIAM
The end of January 1995 brought great loss and sadness to the law school community. Two members of the Class of 1997, then first-year students, lost their lives that weekend. Zachary Bernard Schrader died on January 27 in an automobile accident. Jeffrey Scott Monroe died on January 30 of a heart seizure.
In just one semester at the College, Zach and Jeff created indelible memories. Zach is often remembered for his happy nature, gift of eloquent speech and strong independent spirit. Memories of Jeff remind one of his intensity at work and play, openness toward all people and high sense of honor.

The Land and Water Law Review pays tribute to the lasting memory of Zach and Jeff, members of the Class of 1997.

FIFTY YEARS OF THE BLM The Bureau of Land Management's influence upon the Western states is profound. The Land and Water Law Review takes this opportunity to reflect on the evolution of the agency, its goals, and its legacy. This section contains two essays reflecting on the challenges which have faced the BLM during its first fifty years and exploring the obstacles which lie ahead. These essays are followed by three articles which examine issues currently facing the agency and the environment in which they must be addressed.
